1. Scope
This Privacy Policy applies to Tender Radar, a tool operated by Lazka Studio that monitors public procurement tenders and helps an invited team review them in Telegram, Google Sheets and Google Drive. Tender Radar is not a public service: access is limited to Lazka Studio and the production partners it invites.
Lazka Studio is the brand name under which Oleksii Hernets, an independent developer based in Ukraine, operates Tender Radar.
2. Information processed
- Public procurement data. Tender titles, items, procurement codes, budgets, deadlines, customer (procuring entity) names and identifiers, and tender documents published on Prozorro, the public procurement system of Ukraine.
- Team members. For each authorized user: Telegram user ID, display name and role. We also keep a log of their decisions on tenders (for example “taken” or “skipped” with a reason) and the time of the decision.
- Google data. Described in detail in the next section.
Tender Radar does not collect information about the public, does not use cookies, and does not track anyone. Messages from people who are not on the access list are refused; their Telegram ID is written to a technical log to protect the bot from abuse.
3. Google user data
Tender Radar can connect to a Google account at the owner’s request in order to use Google Drive. Sign-in uses Google OAuth; Tender Radar never sees your Google password.
What we access and why
- Google Drive — to create a folder for each tender the team decides to take, inside a parent folder chosen by the account owner, to upload the tender’s public documents into it, and to create or update a tender summary document there. The tool checks names of files it previously placed in these folders to avoid duplicates.
Tender Radar does not read the contents of, modify, delete or share any other files in your Google Drive, and it does not access Gmail, Contacts, Calendar or any other Google service through your account.
Google Sheets
The team’s tender table is updated through a separate Google Cloud service account that the owner has explicitly shared that spreadsheet with. It does not use your personal Google account and can only access spreadsheets shared with it.
Storage and sharing
The OAuth access token is stored only on the Tender Radar server, protected by restricted file permissions, and is used solely to perform the actions above. Google user data is not transferred to anyone else, is not used for advertising, is not sold, and is not used to train AI models. Files created in your Drive stay in your Drive under your control.
Limited Use
Tender Radar’s use and transfer of information received from Google APIs adheres to the Google API Services User Data Policy, including the Limited Use requirements.
Revoking access
You can disconnect Tender Radar at any time at myaccount.google.com/permissions. After that the tool stops creating folders; files already created remain in your Drive until you delete them. On request we also delete the stored token from the server.
4. AI scoring
To estimate how well a tender fits a production profile, Tender Radar sends the tender’s public text (title, items, procurement codes and budget) together with a description of the production profile to an AI model provider (Groq or Google Gemini). No Google user data, Drive files or personal information of team members is sent to these providers.
5. Service providers
- Prozorro public API — source of public tender data and documents.
- Telegram — delivery of messages and buttons to authorized users (Telegram Privacy Policy).
- Google Cloud — the server that runs Tender Radar and stores its database, plus Google Drive and Sheets as described above (Google Privacy Policy).
- Groq / Google Gemini — AI scoring of public tender text.
6. Retention and deletion
Tender records and decisions are kept in the Tender Radar database while the tool is in use, so the team can see history and improve the filters; daily backups are kept for 7 days. Team member records are deleted when access ends. The Google OAuth token is kept until access is revoked or the owner asks for it to be deleted. Files in Google Drive are under the account owner’s control and are not deleted by us.
To request deletion of your data, write to the address below; we complete requests within 30 days.
7. Security
Tender Radar runs on a private server that exposes no public web endpoints. Secrets and tokens are stored outside the code with restricted permissions, connections to all services use HTTPS, and the bot answers only to users on its access list. No system is completely secure, so absolute security cannot be guaranteed.
8. Children
Tender Radar is a business tool for invited adults and is not directed to children.
9. Changes to this policy
We will update this policy if Tender Radar’s features, providers or use of Google data change, and publish the new version at this URL with a new effective date. We will ask for renewed consent before using Google data in any new way.
